In the July presidential election, businessman Fradique de Menezez defeated the Socialist Party’s MLSTP-PSD candidate, former president Manuel Pinto da Costa. de Menezez, who belongs to the liberal party ADI, failed to form government together with MLSTP-PSD, which has its own majority in parliament. After several weeks of negotiations, he dismissed the old Socialist government and appointed a minister dominated by ADI. Political stalemate ensued, and in November, the MLSTP-PSD interrupted parliamentary work, after which the president announced new elections for February 2002, eight months earlier than expected.
